Local Security System Personnel
The Three Pillars of the Village/Sub-district, consisting of the Village Head or Lurah, the Indonesian National Police through the Bhayangkara Community Security and Order Supervisor (Bhabinkantibmas) and the Indonesian National Army through the Village Supervising Non-Commissioned Officer (Babinsa), are the authorities in villages or sub-districts responsible for planning programs and for fostering and controlling community Resilience, Security and Order so that the community feels happy (safe and prosperous).
K2PI and Radio Organizations, as the Communication Volunteer Team, are obliged to help the Three Pillars with the technical communication system used while carrying out activities related to the Community Resilience, Security and Order System, so that every member of the neighborhood watch, from the Three Pillars of the Village/Sub-district and village officials (Hamlet heads/RW and RT) to the entire village community, can communicate on a dedicated Siskamling talkgroup (channel) to collect important information from the general public related to the Community Resilience, Security and Order System.
Outreach
The Three Pillars of the Village/Sub-district, assisted by K2PI and Radio Organizations, can conduct outreach on using the K2PI Server facilities that run on the Indonesian DMR Network (DMRiD) by holding presentations introducing the system, training, and Siskamling monitoring with whatever communication devices are at hand.
Routine Communication Activity Program
With the SISKAMLING Communication System, at night the community can at least monitor the situation in their neighborhood using whatever communication device they have, at minimum an Android phone, which nowadays almost every household owns. So when a security emergency happens, for example a robbery, theft or traffic accident in the neighborhood, residents can report directly through their device, and it is heard directly by everyone monitoring that Siskamling channel, so related parties can respond right away and the incident can be prevented or handled.
The Three Pillars of the Village/Sub-district draw up a schedule of directed communication in the form of guidance containing appeals and important announcements at certain times, for example in the evening or at night, daily or at most once a week, lasting only a few minutes. The scheduling is meant to get the community used to receiving news through the K2PI communication system, and Net Check-in training can also be held at certain times with the help of Radio organization members.
COMMUNICATION FACILITIES AND UTILITIES
It is hoped that every Village/Sub-district, or at least every District across Indonesia, can provide a DMR Server facility connected to the Indonesian DMR Network (DMRiD) for mass communication, so that massive coordination and communication related to controlling community resilience, security and order can be achieved more easily.
At minimum every District has the following dedicated channels: Joint Emergency Alert, Fire Department (DAMKAR), ER/Ambulance and Siskamling; these are interrelated in maintaining Community Resilience, Security and Order.
